TOBY N. BYRD
Toby N. Byrd, managing attorney and senior partner at Byrd & Byrd, LLC received his JD Summa Cum Laude from the District of Columbia School of Law, where he was on the Law Review and graduated second in his class. Admitted to the bar in 1992, Toby has become a well-known Bowie attorney, as well as a long-time member of the Prince George’s County and the State of Maryland Bar Associations.
He is also admitted to practice before the United States Supreme Court and the United States Court of Appeals, fourth circuit. Toby received his undergraduate degree in 1971 from the University of Maryland where he received a BS in Civil Engineering, and earned membership in Chi Epsilon, the honorary civil engineering fraternity.
Toby has lived in Bowie since 1968, and has been active in church and community activities for more than fifty years. He serves as Chairman on the Grace Christian School Board as well as a deacon on the Deacon Board at Grace Baptist Church. Additionally, he has served on the Westview Homeowner’s Association as past president, has served on the Panel of Arbitrators for the American Arbitration Association, and serves on the Board of Directors of Wabanna Camp and Conference Center.
An effective litigator, Toby particularly excels in areas of construction, engineering, dispute resolution, real estate and contract law as well as a wide range of business law matters including business formation.
JACQUELINE D. BYRD
Jackie joined her husband Toby as Partner in the firm in 1999 and immediately launched the firm’s Elder Law practice. This was the start of a “second” career for Jackie, who before she entered the University of Baltimore School of Law, completed twenty-five years of service at the United States House of Representatives, holding several management positions including Assistant Clerk of the House of Representatives. As an Elder Law attorney, Jackie immediately became a member of the National Academy of Elder Law Attorneys (NAELA).
Shortly after joining the firm, Jackie started writing the weekly column called Senior Moments for the Bowie Blade-News and other local newspapers. The column continues to be a way for Jackie to combine her passions – writing and educating about elder law issues. Based on the columns, Jackie has published two books: Senior Moments: A book for Seniors and Those Who Love Them, and Senior Moments 2: Help for Seniors and Those Who Love Them.
Jackie has been recognized for her commitment to Elder Law as the recipient of numerous awards including: Outstanding Chapter Member for NAELA’s Maryland/DC Chapter, the “President’s Award” from the Prince George’s County Bar Association for outstanding contributions to the Bar and to the community, and she has four times been named in Washingtonian magazine’s list of Top Washington Elder Law Attorneys.
As the firm’s Elder Law practice has grown to include two additional Elder Law attorneys, Jackie’s focus now is turned towards advocacy and service to the community. Jackie served on the Advisory Commission on Aging for Prince George’s County, a 24-member board that advises the Executive and the Council on issues related to aging. Jackie also serves on the Bowie Health Center’s Institutional Board of Directors, and on the Board of Directors for the Prince George’s County Senior Providers Network.
Jackie’s undergraduate work was done at the University of North Texas in Denton, Texas where she received a BA in Speech and Drama, and earned membership in the honorary forensic fraternity, Phi Kappa Delta. A graduate of the University Of Baltimore School of Law, Jackie received an alumna Dean’s Citation as Founding Editor-in-Chief of the Administration newsletter, “The Official Reporter.” While in law school, she was a Teaching Assistant for two years in the Legal Analysis, Research and Writing program.
Jackie has been married to Toby for over 50 years; they have two children and seven grandchildren.
TIMOTHY P. LEAHY
Timothy P. Leahy, a partner at the firm, practices law in Maryland and the District of Columbia and is a member of the American, Maryland, D.C, and Prince George’s County Bar associations. He received his J.D., cum laude, from the University of Baltimore Law School in May 2000, earned his M.B.A. in 1993 at the University of Maryland’s Robert H. Smith School of Business, and his B.S. in Transportation & Logistics at Maryland in 1990.
Timothy brings over 10 years experience in business to his practice of the law and focuses on civil litigation, family law, criminal law, business, and general practice matters. Additionally, he is frequently appointed by the Court to represent and manage the affairs of disabled and cognitively challenged clients. A former home improvement contractor and army reservist, he volunteers with Christmas in April and has coached for the Bowie Boys & Girls Club. His pro bono work includes activities as Board member of his homeowners association and as legal counsel for Bowie C.L.A.W. He is an M.S.B.A. certified Mediator and has been a volunteer Mediator for the District Court of Maryland since 2009. Timothy moved to Bowie in 1982 and lives there with his wife of 33 years.
JOSHUA D. WINGER
Joshua Winger practices law in Maryland and the District of Columbia. He is a member of the Maryland, D.C., Prince George’s County and Anne Arundel County Bar Associations. Joshua received his J.D., cum laude, from the University of Baltimore Law School in 2007, and his Bachelor of Arts in Political Science in 2004 from the University of Maryland, Baltimore County.
Joshua started with the firm in 2001, first as a law clerk. While a student and continuing as a graduate, Joshua worked for multiple trial judges and an appellate judge in the Maryland judiciary. After a law clerkship in the Circuit Court for Kent County, Maryland, Joshua returned to the firm as an attorney in 2008. At Byrd & Byrd, LLC, Joshua primarily handles estate planning, elder law, postmortem administration and contract litigation matters.
Joshua served for four years on the Board of Directors for the Anne Arundel Senior Services Provider Group, Inc. and also served as its Treasurer for three years. In 2018, Joshua was selected to serve as a Section Council member for the Maryland State Bar Association Elder Law and Disability Rights Section, and served a two-year term. Joshua has a strong desire to help others and has volunteered for multiple local outreaches. He is married to his beautiful bride, Lindsay. Joshua and Lindsay have four wonderful children, Luke, Grant, Max, and Garrett. Joshua enjoys long-distance running and is also a passionate fan of soccer and the arts.
MICHAEL CLANCY
Michael Clancy was admitted to the District of Columbia Bar in November 2022, the Maryland Bar in December 2023, and the United States District Court for the District Court of Maryland in July 2024. He earned his J.D. from the Catholic University Columbus School of Law in May 2022, and holds a B.A. in Classics and European Studies from Hobart and William Smith Colleges, which he obtained in May 2018.
During his time at law school, Michael excelled as the Managing Editor of the Catholic University Journal of Law and Technology and gained valuable experience as an intern at the Office of the Attorney General for the District of Columbia. These opportunities allowed him to develop a strong foundation in legal research, writing, and the practical application of law.
Before joining Byrd & Byrd, LLC, Michael served as a judicial law clerk for the Honorable Robin Gill Bright in the Prince George’s County Circuit Court. As a law clerk, he actively contributed to a diverse range of cases involving civil, family, criminal, and administrative law. Through this experience, he honed his analytical skills, attention to detail, and ability to navigate complex legal issues.
Outside of his legal career, Michael finds joy in taking leisurely walks with his dog, Ace, strength training, and watching football and baseball.
DANIEL BIERC
Daniel Bierc was admitted to the Maryland Bar in November 2023 and admitted to the District of Columbia Bar in June 2024. He received his Juris Doctorate from Liberty University School of Law in 2023. He graduated with a Bachelor of Arts in History from Cairn University in 2019, where he was also a 4-year member of its NCAA varsity baseball team.
At Byrd & Byrd, Daniel focuses primarily on civil litigation, family law, and general practice matters. Prior to joining Byrd & Byrd as law clerk in July 2023, Daniel clerked for over a year at a law firm in Baltimore City, assisting in cases involving civil litigation, criminal law, and family law matters.
Daniel is a lifelong resident of Anne Arundel County, where he continues to reside with his wife, Vincey. Outside of work, Daniel enjoys traveling with Vincey, as well as hunting, fishing, and golfing.
NATALIE A. PEROUTKA
A native Marylander, Natalie A. Peroutka has joined Byrd & Byrd with decades of real-world work experience. Early in her career she worked in the hospitality industry and later owned and operated her own daycare. While homeschooling her son, she returned to school and graduated from St. Mary’s College of Maryland with a B.A. in mathematics.
She taught at the College of Southern Maryland for ten years during which time she developed a fascination with the logic and gravity of law. Conversations and debates with attorneys in her network stoked this fascination into a passion. Eventually, she decided to return to school once more and attended the University of Baltimore School of Law.
Natalie was one of those students who actually loved law school (at least after the 1st semester), especially those classes where the professors understood the value of math in law. After graduating cum laude in 2017, she worked at the Anne Arundel County Circuit Court for both the Honorable Paul F. Harris, Jr. and the Honorable Ronald A. Silkworth. At the end of her clerkship, she entered private practice where she had the opportunity to practice in a variety of different legal areas. She finds it most rewarding when she can assist people in the protection of their assets through estate planning, and walk with people as they navigate one of the most difficult times of their lives through estate administration.
She enjoys spending her free time reading, walking, bike riding, and relaxing with her 4.5 pound dog, Maximus.
PATRICIA CLEARY
Of Counsel
Patricia Cleary joined Byrd & Byrd in 2017 as Of Counsel and is a member of the Maryland State Bar, the District of Columbia Bar and is admitted to practice before US District Court for the District of Maryland.
Patty brings over twenty years’ experience as a general practitioner providing sound advice and representation to her clients, whether they are individuals or businesses. She has a particular interest in real estate issues, employment/wage and hour, personal injury/medical malpractice and business counsel.
Patty earned her J.D. cum laude from the University of Baltimore and has a B.S. in Management Studies from the University of Maryland-University College. She has served as adjunct faculty teaching first year law students research and writing as well as teaching legal skills and employment law to paralegal students. She also has spoken to various groups on starting a business, negligence, and real estate issues.
Patty and her husband Buddy enjoy travelling in their spare time and are devoted to their mini-dachshund, Soupie. A current resident of Frederick County, both Patty and her husband grew up in Hyattsville and Patty will always consider Prince George’s County her home.
